The invention relates to the field of producing sorbent based on thermally decomposable(TDG) for collection of water-insoluble organic contaminants and can be used for collecting spilled oil and oil products including from the surface water. It includes a method and an apparatus for its implementation for producing carbon TDG-based sorbent by heat-treatment of pre-oxidized particulate graphite by high temperature products of combustion in the air by arranging two-stage combustion of gaseous fuel, wherein at the first stage high concentrations of chemically active radicals in high temperature products of incomplete combustion of a combustible mixture are obtained, and also their explosive afterburning is provided at stirring with the air in a mixture with powder graphite at the second stage.
