<P>PROBLEM TO BE SOLVED: To perform equalization control over a battery pack constituted by connecting a plurality of battery cells such that a convergence time for equally converging a voltage with small power loss and predetermined precision. <P>SOLUTION: A battery pack 100 is constituted by connecting a plurality of battery cells 101, for example, in series. A first equalization control part 102 equalizes voltages or electric power among the plurality of battery cells 101 by charging electric power discharged from one or more other battery cells 101 among the plurality of battery cells 101.A second equalization control part 103 equalize the voltages or electric power among the plurality of battery cells 101 by discharging and consuming electric power of one or more battery cells 101 selected out of the plurality of battery cells 101. A battery monitoring part 104 monitors states of the plurality of battery cells 101.
