The valve (11) has a fixed pipe valve (20), and a set of ports (21, 22) that is arranged with the pipe valve. A mobile spool (30) is transversely movable in the fixed pipe valve. A set of slots (33, 34) of the mobile spool is separated by a partition (35). The mobile spool is arranged with two ends (31, 32). One of the ends of the mobile spool is moved toward a side end of a reception space (101) and another end is moved toward another side end of the reception space, where the balancing valve allows constant flow of water when a ceramic valve is at specific temperature.
