PURPOSE: A cinder concrete and a manufacturing method thereof are provided to minimize environmental pollution and to reduce the embedment costs and time thereof by embedding a bottom ash and a fly ash type two in the inside of a block and by increasing the amount of used fly ash type one to reduce the consumed amount of concrete. CONSTITUTION: A cinder concrete(100) comprises a block body(110), a sludge unit(120), a center unit(130), and a stopper unit(140). The block body comprises an inner space unit(112) opened at the upper side, and concrete is placed on the block body by being mixed with a fly ash type one. The sludge unit is comprised of a bottom ash including harmful materials of the cinder concrete, and is stored at a low part of the inner space unit. The concrete is placed on the center unit by mixing a fly ash type two, and the center unit is located at the inner space unit of the block body. The concrete is placed on the stopper unit by mixing the fly ash type one, and the stopper seals the inner space unit of the block body.
