PURPOSE: An air conditioning device for a railway vehicle is provided to have high heat efficiency and low installation costs. CONSTITUTION: An air conditioning device for a railway vehicle comprises an axle(101), a rotor(110), housing(120), and a coupling member. The shaft rotationally interlocks with wheels and the axle of the railway vehicle. The rotor is coupled to the axle and is rotated by the rotation of a driving source. Rotor grooves(114) or protrusions are formed on the outer circumference of the rotor. The housing comprises a water supply port(122) coupled to a water supply pipe(121); a drain port coupled to a drain pipe(123); and protrusions formed on the inner circumference of the housing. The housing receives the rotor. The coupling member fixes the housing to the lower part of the railway vehicle.
