<P>PROBLEM TO BE SOLVED: To provide a tool in which a tool base material comprising an iron-based material is coated with a diamond coating, and to provide a method of manufacturing the tool. <P>SOLUTION: Diamond powder 12 is buried in a tool base material while a portion of the diamond powder is exposed, and a diamond coating 13 is then coated in a coating step so that the exposed part of the diamond powder 12 is covered. Accordingly, diamond may be grown while using the exposed part of the diamond powder 12 as cores.
