<P>PROBLEM TO BE SOLVED: To satisfy need for compressing encoded information and reducing the entire code amount in an image encoding method using motion compensation prediction. <P>SOLUTION: A predicted motion vector candidate generation part 220 predicts from one of a decoded block adjacent to a decoding object block within the same picture as the decoding object block, and a decoded block at the same position as the decoding object block or at a peripheral position within a picture different from the decoding object block, and generates a plurality of predicted motion vector candidates.
