<P>PROBLEM TO BE SOLVED: To provide a developing device that sufficiently suppresses the occurrence of image defects such as vertical stripes and roughened images, and an image forming apparatus. <P>SOLUTION: A developing device includes a developing roller that rotates while carrying developer, and a developing blade that has an elastic member for regulating the thickness of the developer carried on the outer peripheral surface of the developing roller. When the surface glossiness of the developing roller is G and the surface roughness of the elastic member is Ra, the following relational expression is satisfied: Ra<1.0 and G>20.5-(25×Ra).
