<P>PROBLEM TO BE SOLVED: To enable an increase in estimation accuracy of a stroke speed of a suspension. <P>SOLUTION: A control device (20) sets a target frequency (fc) on the basis of a reference vehicle body speed component (Vb0) which is a vehicle body speed component obtained by removing a planar motion component of a vehicle and a road surface disturbance component. Subsequently, the control device 20 removes a component of a frequency band which includes the target frequency (fc) from the stroke speed (Vz) of the suspension.
