<P>PROBLEM TO BE SOLVED: To provide a catalyst layer for a fuel cell, which exhibits excellent power generation performance even when the amount of catalyst used is reduced. <P>SOLUTION: The electrode catalyst layer for a fuel cell contains a catalyst, a porous carrier for carrying the catalyst, and a polymer electrolyte. An average particle diameter of the porous carrier is 20-100 nm. The volume of pores having a pore diameter of 4-20 nm in the porous carrier is 0.23-0.78 cm<SP POS="POST">3</SP>/g.
