<P>PROBLEM TO BE SOLVED: To provide a network device for which a multiple spanning tree protocol for VLANs can be managed easily. <P>SOLUTION: A topology construction unit 104 and an MSTP protocol information creation unit 105 transmit and receive to and from a counter device information included in an ordinary MSTP protocol BPDU, which information including at least synchronization function indication information for enabling region synchronization and region identification information for identifying whether in the same region. When the synchronization function indication information from the counter device is enabled, and when the region identification information indicates that the local device is considered to be in the same region and it is found to be a high order device having higher priority than the counter device, a region synchronization information creation unit 106 creates information including region identification information to identify the region of the local device and transmits it as a synchronization message.
