<P>PROBLEM TO BE SOLVED: To prevent air from entering a container, and to improve manufacturing performance. <P>SOLUTION: A plug with a cap includes a cylindrical plug body 1, a valve element 2 having a self-restoring force, a pouring cylinder 3 and the cap 4. The plug body 1 includes a cylinder 1a having a closed upper end and an open lower end. A first opening 1b is formed at a side face of the cylinder 1a for discharging liquid. The valve element 2 is formed in a cylindrical shape in which both ends are opened and placed over the side face of the cylinder 1a. A lower end of the valve element 2 is fixed to the plug body 1 and an unfixed part excluding the lower end covers a first opening 1b. The pouring cylinder 3 is formed so as to cover the valve element 2. A second opening 3a is formed at an upper end of the pouring cylinder 3 for pouring the liquid. A lower end of the pouring cylinder 3 is fixed to the plug body 1. A sidewall of the pouring cylinder 3 is formed so as to be separated from the unfixed part of the valve element 2.
