Provided in an embodiment of the present invention are a downlink data transmitting and receiving method, base station and user terminal, the transmitting method comprising: using DFT-S-OFDM modulation to modulate first downlink data into a first downlink signal; using OFDM modulation to modulate second downlink data into a second downlink signal; multiplexing the first downlink signal and the second downlink signal into a downlink transmission signal and sending the downlink transmission signal to the user terminal. The base station comprises a first generating module, a second generating module and a first transmitting module. The technical solution in the present invention uses both DFT-S-OFDM and OFDM modulation to transmit downlink data, thus meeting the EVM requirement of different downlink data and improving the downlink data rate restricted by OFDM.
