<p>A film-fitting device (1) includes a cutting mechanism (30) that cuts a label-forming medium (LM) into a predetermined length, a film transfer mechanism (40) that transfers downstream a tubular film arranged around a mandrel (20), and a shot roller (50) that receives the tubular film transferred by the-film transfer mechanism (40) and delivers the tubular film downstream while rotating the tubular film in the circumferential direction. The distance from the cutting mechanism (30) to the shot roller (50) and the distance from the film transfer mechanism (40) to the shot roller (50) are both greater than the length of the tubular film formed by the cutting. Further, rotational drive of the shot roller (50) is carried out by an independent servo motor or stepping motor.</p>
