PROBLEM TO BE SOLVED: To provide a fixing device capable of fixing at low temperature under pressure of 1[Mpa] or less, an image forming apparatus, a fixing method, and an image forming method.

SOLUTION: A fixing device includes heating means for heating a toner image formed on a recording medium with the use of toner, and pressing means for pressing the toner image heated by the heating means; and fixes the toner image on the recording medium by heat and pressure. The toner contains at least an elastomer that is resin, and a plasticizer solid at room temperature that is included in the elastomer and softens the elastomer; and the pressing means presses with pressure of 1[Mpa] or less.
