The operating device has a lower sensor area (10a) with primary control function, and an upper sensor area (12a) with secondary operating function. A sensor unit (14a) is which functionally assigned at the lower sensor area and at the upper sensor area. An inactive region (16a) of the sensor unit is provided in the surface portion (17a) outside of the lower sensor area and upper sensor area. A control unit is provided to trigger the secondary control function with simultaneous selection of primary control function and the final control function by an operator. An independent claim is included for method for manufacturing operating device.
