PURPOSE: A VoIP based event situation central administration device capable of an automatic warning broadcasting and an event administration system are provided to adopt the two way communication configuration through the VoIP network between an event monitoring device and a central administration device, thereby enabling the multi-call on a real-time basis and the quick response and transmitting the image data easily. CONSTITUTION: A VoIP based event situation central administration device capable of an automatic warning broadcasting is comprised of the followings: a receiving module(110) which receives more than one which is selected from a group including image, sound, and event occurrence signal which are received from an event monitoring device; a display module(120) which displays the image or sound which is transmitted from the event monitoring device; a warning message storage module(130) which stores a plurality of warning message which is classified into the event situation; a warning message transmission module(140) which automatically sends a message selected from a central administrator among the message stored in the warning message storage module to the event monitoring device; a VoIP module(150) in which the central administration device and the event monitoring device sends the image, sound, event occurrence signal and a warning message in the two way through the VoIP network; and a warning message input module(160) which edits the warning message which is stored in the warning message storage module or inputs a new warning message. The warning message transmission module sends a message which is edited or selected from a central administrator among the warning message in which the central administrator inputted through the warning message transmission module or the message stored in the warning message transmission module, to the event monitoring device.
