PURPOSE: A heterogeneous network based data simultaneous transmission service method is provided to set retransmission timeout in each network by enabling a management device to reflect the biggest packet round-trip time. CONSTITUTION: Each part data selected from each access network of communication units(420,450) is transmitted through two or more access networks. The retransmission time out of the access network is set with specific packet round-trip time related to two or more access networks of retransmission control units(430,460). When the retransmission time out is gone before receiving each part data transmitted through the two or more networks in a terminal device, the part data is transmitted to the terminal device again through one of the access networks in the retransmission control units.
