PURPOSE: A universal communication testing device and a communication device testing device thereof are provided to test the ground communication devices and the marine communication devices. CONSTITUTION: A testing unit(120) executes the modem verification or diagnosis monitoring of marine communication devices and ground communication devices using a clock signal. A transmission and reception matching unit(110) interfaces the ground communication devices and the marine communication devices for the modem verification and diagnosis monitoring. A switch unit(140) provides selection signals to test the operational control in the marine communication or the ground communication to a clock signal generation unit and the testing unit.
