PURPOSE: A dielectric heating method by using RMS pulse control and a device thereof are provided to easily adjust the ratio of pulse output time to pause time, thereby reducing loss of power. CONSTITUTION: A rectifying unit converts an input voltage into a direct current. A power factor improvement unit enhances a power factor and THD of electricity. A power conversion unit(120) converts the received electricity into a constant current. An output unit(130) outputs the electricity as a high voltage pulse. A control unit superposes a low frequency signal onto a high frequency signal.
