PURPOSE: A structure combined with an emergency shelter for earthquake and tsunami is provided to be utilized for the structure for residence, a shopping center, and a leisure facility in normal times and to allow people to take shelter when the earthquake and the tsunami happen. CONSTITUTION: A structure(100) combined with an emergency shelter(300) for earthquake and tsunami is built on a flotation in order to be floated on the water. A multi-structure watertight door is mounted on the emergency shelter combined in the lower part of the structure, and the emergency shelter comprises an inside unit. A plant cultivation facility or a fish breeding facility is installed in the inside unit. A slope(302) is formed in a seawater flowing direction.
