PURPOSE: A starch-clay composition is provided to provide a soft touch feeling and excellent flexibility and to maintain steadiness after molding and drying. CONSTITUTION: A starch-clay composition comprises a base resin composition which includes a solvent and a polymer resin; and a modified starch in which a lipophilic group is introduced. The base resin composition comprises 0-65 wt% of water as a solvent, 5-35 wt% of polyvinyl alcohol as a polymer resin, 0.5-10 wt% of sugar, 0.5-5 wt% of preservative, 1-40 wt% of polyhydric alcohol, and 0.5-5 wt% of a plasticizer. A manufacturing method of the starch clay composition comprises a step of manufacturing a base resin composition and a step of mixing a modified starch in which the base resin composition and lipophilic group is introduced.
