PURPOSE: A vehicle air conditioner and an air conditioning method are provided to minimize the manufacturing costs, the number of components, and weight as a separate driving member when not necessary. CONSTITUTION: A vehicle air conditioner comprises an air conditioning case, a blower unit, a cooling member, a heating member, a forced exhaustion door(70), and a driving unit. The forced exhaustion door forcibly exhausts the air inside the air conditioning case to the outside of a vehicle. The driving unit opens the forced exhaustion door by static pressure inside the air conditioning case when the static pressure is over a criterion and closes the forced exhaustion door by self-restoring power when the static pressure of the inside of the air conditioning case is less than the criterion.
