PURPOSE: A blank for circular tools and manufacturing method thereof are provided to reduce water materials when circular tools are manufactured. CONSTITUTION: A manufacturing method for a blank(23) for circular comprises a step of providing materials, a step(22) of forming extrusion materials, a step of forming a shank unit, a step of forming a flute unit, and a step of forming a blank. Materials(21) are supplied in the first step. In the step of forming extrusion materials, the extrusion materials with chip flutes are formed. Extrusion materials with chip flutes that are formed by the inner surface of In the step of forming the shank unit, the shank unit is shaped with a desired form by an end member(14) and the inner surface of a sleeve(10). In the step of forming the flute unit , the flute unit is formed while the end member is released so that the shank unit moves along an extrusion direction with the end member. In the step of forming the blank, the blank is formed by cutting extrusion materials at the die.
