PURPOSE: An object detecting device using a pantilt zoom camera and a method thereof are provided to detect a moving object by detecting a panorama by using space and time information of an background image. CONSTITUTION: A filter(101) filters a background model generated based on a previous input image and a current input image. A correlation matrix estimating unit(105) estimates a correlation matrix between the current input image and the background model. An image arranging unit(107) arranges the current input image and the background model by applying the correlation matrix to the model. A panorama/background detecting unit detects a panorama by comparing the background model with pixels corresponding to the current input image.
