PURPOSE: A device for measuring a traffic congestion degree by using a mobile terminal and a system for providing traffic congestion information are provided to construct the system which measures the traffic congestion degree of a road by using mobile terminals, thereby supplying information for whether congestion of the road or not. CONSTITUTION: A traffic congestion measuring device(100) uses a mobile terminal which includes a position information database, a control unit, and a traffic congestion information database. The position information database is constructed by receiving position information of mobile terminals. The control unit extracts the position information of a constant area and generates traffic congestion information. The traffic congestion information database is constructed by storing the traffic congestion information.
