PURPOSE: An operation control method of a base station and a device thereof are provided to control the operation of a base station based on the state of mobile stations within adjacent base station coverage. CONSTITUTION: A control unit(121-5) confirms the state of mobile stations which use the state information of mobile stations located in the coverage of the adjacent base stations and the state information of the mobile stations located in the coverage of the base station. The control unit determines the operation state of the base station based on the confirmed state of the mobile stations. The control unit controls the operation of the base station according to the determined operation state of the bases station.
