The present technology relates to a channel scan device, method, and program, with which it is possible to scan channels rapidly. A power spectrum extraction unit (31) of a decoder unit (22) extracts as a power spectrum a power level of each frequency of an input signal and supplies same to a channel scan processing unit (23). The channel scan processing unit (23) extracts as a channel candidate from the power spectrum a band which configures a trapezoidal power spectrum waveform, and extracts as a valid channel a channel with which it is possible to verify clock synchronization and TS synchronization which are necessary to audio-video play. The present technology may be applied to a television receiver.
