<P>PROBLEM TO BE SOLVED: To solve the problem in which: a document management server cannot collect an operation history of a document downloaded to a client PC and cannot utilize its operation information for recommendation. <P>SOLUTION: An original document newly created or updated in a document management server is uploaded to a policy server, and a policy document is generated. Both documents are managed in the document management server, and identifiers of both of the original document and the policy document on the document management server and an identifier which the policy document itself includes are associated and managed. Operation histories of the document which are separately acquired by the document management server and the policy server using information about the identifiers are unitarily managed by the document management server.
