An illuminating apparatus (100) is provided with: a first layer (10), which includes an illuminating panel (10A) and a transparent spacer panel (31A), said illuminating panel having a light emitting surface (11A) provided on the front surface side; and a second layer (20), which includes an illuminating panel (20A) and a transparent spacer panel (32A), said illuminating panel having a light emitting surface (21A) provided on the front surface side. The second layer (20) is disposed on the rear surface side of the first layer (10), the first layer (10) and the second layer (20) are disposed such that the illuminating panel (20A) and the transparent spacer panel (31A) overlap each other when viewed from the light emitting surface (11A) side, and light outputted from the illuminating panel (20A) passes through the transparent spacer panel (31A).
