<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus that suppresses a decrease and unevenness in image density. <P>SOLUTION: A retention member for retaining developer is provided above a contact area of a developing roller and a supply roller, and the retention member is applied with voltage to discharge toner from a foam layer.
