<P>PROBLEM TO BE SOLVED: To improve versatility of software including application software and communication control software by requiring insignificant change in the software even when the software is applied to different networks. <P>SOLUTION: A network unique ID is converted to a common ID in network layers 3A and 3B. Thereby, reception signals that are received by data link layers 2A and 2B and have given network unique IDs and a transmission signal that is generated in an application layer 5 and has a given common ID are transmitted as signals recognized by common IDs among the network layers 3A and 3B, a router layer 4, and the application layer 5. The common ID is defined so as to be capable of being used in common without requiring change in a communication control device even when being applied to different kinds or configurations of networks.
