PROBLEM TO BE SOLVED: To realize a decoding process with higher stability.

SOLUTION: A semiconductor device (1) inputs a stream having been encoded according to Audio Video Coding Standard (AVS) to which both processing is applicable: processing for inserting a marker bit (4022) into a predetermined position of a bit string constituting the stream at encoding and processing for inserting a predetermined bit string (EPB) in succession to a first bit pattern. The semiconductor device performs determination process for determining whether or not there exists a second bit pattern (start code emulation prevention) which contains in the stream the first bit pattern and the predetermined bit string in succession thereto. In a case where the second bit pattern is present, data is decoded which has been obtained by removing the predetermined bit string from the stream. The semiconductor device has an operation mode in which the determination process is performed with the assumption that the marker bit is inserted into the predetermined position regardless of a bit value at the predetermined position.
