<P>PROBLEM TO BE SOLVED: To provide an emergency protection device capable of fully dealing with even an onslaught of a high tsunami. <P>SOLUTION: An emergency protection device has a plurality of supporting members installed on a protective bank such as a breakwater or a coastal levee. The supporting members have protective stretching members which are provided with buoyancy generation means and arranged in multiple tiers one above another in a longitudinal direction of the protective bank.
