Disclosed is an operating system for an automatic turn-over switch, comprising a gear set, an operating mechanism on the active side, an operating mechanism on the backup side, an operating handle, a electromotor, and a side plate. The gear set is used for the energy-storing operation for the operating mechanism on the active side and the operating mechanism on the backup side independent of each other, the operating mechanism on the active side being connected to a power supply on the active side, and the operating mechanism on the backup side being connected to a power supply on the backup side, wherein the gear set comprises: a driving wheel on the active side connected to a driving shaft of the operating mechanism on the active side and mounted with a clutch on the active side; a driving wheel on the backup side connected to a driving shaft of the operating mechanism on the backup side and mounted with a clutch on the backup side; transmission wheels on the active side and transmission wheels on the backup side connected both to a common shaft, the transmission wheels on the active side being engaged with the driving wheel on the active side and the transmission wheels on the backup side being engaged with the driving wheel on the backup side; and a reverse wheel engaged with the driving wheel on the active side.
