<P>PROBLEM TO BE SOLVED: To provide a building power management device or the like capable of managing electric power of the whole building according to power demand of tenants, in a building occupied by multiple tenants. <P>SOLUTION: A building power management device 4 predicts power consumption of a building 2 in a future predetermined period, and on the basis of the predicted power consumption and a restricted power amount of the building 2, obtains a restricted power amount of a tenant in the future predetermined period, for each of tenants 3a-3c. Subsequently, on the basis of the restricted power amount of the building and the predicted power consumption, the building power management device obtains a surplus power amount of the building 2, and obtains, from users of the tenants 3a-3c, purchase desire information indicating desire of purchase of at least one part of the surplus power amount.
