<P>PROBLEM TO BE SOLVED: To detect the disconnection of a ground line from a case where a convertor which reduces and supplies power from a battery to an auxiliary machine to a vehicle body. <P>SOLUTION: A signal intensity S of a specific frequency Fset other than a radio frequency band out of radio signals received by an antenna is compared with a threshold Sref (S110, S120). When the signal intensity S is not higher than the threshold Sref, the ground line for the case is determined to be normal (S130).
