The cell identifier allocation method according to the present invention has: a measurement step in which received power levels or propagation losses of signals which are received in a specific cell of a specific base station from respective cells of neighboring base stations are measured; an identification step in which a first cell which has the highest received power or the smallest propagation loss is identified among the respective cells of the neighboring base stations; and an allocation step in which a cell identifier which has a synchronization signal with a different code sequence number from that of the first cell and which is not allocated to any of the respective cells of the neighboring base stations is allocated to the specific cell.
