Provided are an image coding method and an image decoding method that are capable of achieving coding that combines Multiview Video Coding (MVC) and Scalable Video Coding (SVC). An image decoding device (200) is provided with: a base data decoding unit (202) that decodes base image data; an extended data analysis unit (204) that parses a NAL unit header that contains view information identifying a view, and contains layer information identifying a layer, said view information and said layer information being contained as parameters, and identifies extended image data from the view information and the layer information; and an extended data decoding unit (205) that decodes the extended image data.
