Embodiments of the present invention relate to a Gx interface based filter processing method, and a packet data network gateway (PGW) and a policy and charging rules function (PCRF). The PGW receives a building packet data protocol (PDP) context request message sent by a service general packet radio service supporting node (SGSN) and containing a first traffic flow template (TFT) of a service requested by a user equipment (UE), and sends the first TFT and corresponding resource identifier information to the PCRF, so that the PCRF can, according to the first TFT, assign a first policy and charging control (PCC) rule to the service requested by the UE, and associates the resource identifier information with the first PCC rule. As a result, on an evolved packet core (EPC) Gx interface in subsequent processes in the prior art, a problem that the PGW cannot match filters requested by the UE with filters delivered by the PCRF due to inconsistency in number and/or content between filters created by the UE through a second PDP context activation process request and filters delivered by the PCRF through the PCC rule can be prevented.
