<P>PROBLEM TO BE SOLVED: To provide a switching power supply apparatus and a lighting device which improve heat radiation characteristics and downsize. <P>SOLUTION: A switching power supply apparatus including a switching element, an inductor, a driving circuit, a mounting substrate, and an insulation substrate, is provided. The switching element connects between a power source and a lighting load. The inductor is series-connected with the switching element. The driving circuit controls the switching element and converts a voltage supplied from the power source. The driving circuit is mounted on the mounting substrate.
