<P>PROBLEM TO BE SOLVED: To enhance operation efficiency. <P>SOLUTION: A control device 100 comprises a comparison unit 151 and a control unit 152. The comparison unit 151 compares a first index value 113, which indicates magnitude of difference from a first target value 112 in a coverage 110 in an area 102 of which communication service is provided by a control target wireless base station 101, with a second index value 123, which indicates magnitude of difference from a second target value 122 in capacity 120 of the communication service in the area 102. On the basis of a comparison result by the comparison unit 151, when magnitude of difference between the first index value 113 and the second index value 123 exceeds a predetermined permissible value, the control unit 152 controls an operation state of the wireless base station 101 which changes at least one of the coverage 110 and the capacity 120, in order to reduce the difference between the first index value 113 and the second index value 123. <P>COPYRIGHT: (C)2013,JPO&INPIT |
