PURPOSE: A device for controlling a bandwidth in a packet network and a method thereof are provided to process packets based on blocking time by calculating the blocking time for controlling the input or output of the packet. CONSTITUTION: A device for controlling a bandwidth in a packet network comprises an interface unit(110), an input unit(120), an input bandwidth control unit(130), an input buffer(140) storing packets, an input buffer reading unit(150), a packet processing unit(151), an output buffer writing unit(152), an output buffer(160) storing the packet, an output bandwidth control unit(170), and an output unit(180). An input bandwidth control unit(!30) transmits the packet in order to control the writing of the packet.
