PURPOSE: A crossbar insulation composite panel for facilitating an on-site installation and a wall construction method using the same are provided to facilitate to install and fix an insulation composite panel by a crossbar, to improve insulation performance, and to prevent a thermal bridge phenomenon. CONSTITUTION: A crossbar(100) is integrally attached with a strip insulation material(120) on one or both sides of a structural wooden material(110). An insulation composite panel is integrally attached with a wooden panel on both sides of the insulation material. The transverse edges of the insulation composite panel are formed with a long insertion part. The longitudinal edges of the insulation composite panel are formed with an insertion part. The long insertion part is inserted with a sub insulation material and the structural wooden material. The construction of a wall comprises the following steps: fixing the crossbar; inserting the crossbar into the lower side insertion part of the insulation composite panel; positioning a side insulation material between neighboring insulation composite panels; and inserting the crossbar into the upper side insertion part of the insulation composite panel for fixing.
