<p>An outer cover for an absorbent article has an absorbent capacity in addition to the absorbency of an absorbent insert. The outer cover may have two or more layers, at least one of which has liquid absorption capacity. Another layer may be hydrophobic. The outer cover as a whole may be breathable and water-impermeable.</p>
