PURPOSE: A data call access control method and a device thereof are provided to prevent a call drop phenomenon of a voice call by determining the access of a data call corresponding to the size of transmission power. CONSTITUTION: A management device(100) provides an activation policy for controlling a data call access in a simultaneous call access state. A terminal device stores the activation policy. The terminal device executes simultaneous access to a data call in a voice call access state. The terminal device measures uplink transmission power for the currently connected voice call. The terminal device determines access for the data call according to the size of the measured uplink transmission power. The activation policy received from the management device is stored(S210-S220). The simultaneous access for the data call is executed in the voice call access state(S230-240).
