PURPOSE: A data model server for handshaking optimization and a method thereof are provided to reduce overall service time by decreasing call setup time to a member store in a value added network. CONSTITUTION: A data modem server(100) includes a communication unit(110), a database unit(120), a modem board unit(130) and a control unit(140). The communication unit receives a call setup request from a member store terminal and performs data communication according to the call setup. The database unit stores a handshaking standard table for call setup between the member store and the card service provider server. The modem board unit is connected to a telephone line having a plurality of channels and includes the modem board processing a physical signal being dial up. The control unit checks a caller telephone number or a callee telephone number according to the call setup request of the member store and performs handshaking with a designated standard in the handshaking standard table.
