PURPOSE: An image coding/decoding device using a merging block gathering and a method thereof are provided to allow a plurality of prediction units to share the merging block gathering, thereby reducing the element block of the merging block gathering. CONSTITUTION: A coding device performs motion compensation screen prediction for a coding unit(620). The coding device merges a current block and one or more candidate blocks included in a merging block gathering which includes surrounding blocks of a current block after partition division for the coding unit(630). The coding device transmits a motion parameter of the merged block to a decoder.
