The fixed part is located in a plane that is tilted relative to the plane perpendicular to the axis H of the said shaft (20). The fixed part has a first cutting edge, and the end part has a second cutting edge. The first cutting edge of the fixed part and the second cutting edge of the end part of at least one blade (12) lie on the same cylindrical surface. The free end part of at least one blade (12) is inclined with respect to the fixed part.
