PURPOSE: A quantitative measure developing method for visual perception performance for evaluating the arrangement of aids to navigation is provided to calculate the level of visual perception of aids to navigation including background interference, thereby utilizing the measure and the calculated quantitative information as quantitative decision criteria. CONSTITUTION: A computer calculates the sum of the differences between cornea illuminance and demanded illuminance. A background luminance ratio is obtained by multiplying a background brightness ratio by a background overlap ratio. The background luminance ratio is defined when there is an overlap area between the luminance area of a navigation aid and the luminance area of a background. A background overlap ratio is defined as a ratio of the luminance area of the background overlapping the luminance area of the navigation aid to the luminance area of the navigation aid.
